This paper presents a systematic approach to designing, validating, and implementing a question bank (QB) focused on military strategy. The QB covers classical (Sun Tzu, Clausewitz), modern (Liddell Hart, Fuller), and contemporary (Asymmetric, Hybrid, Cyber) strategic doctrines. The study analyzes recurring question types from military academy exams and proposes a taxonomy of cognitive levels (Remember, Understand, Apply, Analyze) tailored to strategic decision-making. A prototype QB with 200 validated items is described, along with statistical metrics for item difficulty, discrimination index, and reliability. Results from a pilot test with 50 cadets demonstrate improved performance in strategic reasoning exercises.
